The abundance of natural gas due to the “Shale Revolution” is leading many companies to invest in significant LNG export capacity to deliver North American gas to the rest of the world. While many have focused on building new green field LNG export facilities, others, such as Dominion, have decided to instead repurpose their existing LNG import facilities to allow export. This paper, originally presented at LNG 18 in Perth, Australia in April 2016, looks at the technical and execution approaches being implemented to convert Dominion’s Lusby, Maryland LNG import terminal into an LNG export terminal. The paper also details several of the innovative design features of the project, including the novel zero liquid discharge processing facilities. The paper was developed collaboratively by project team members from IHI E&C, Dominion Cove Point LNG, Kiewit, Air Products and GE Oil & Gas.
