The Challenges

The goal of the project is to increase the refinery capacity at the Tout LuiFaut refinery from 7,000 to 15,000 barrels per day.
The present refinery consists of a Vacuum Distillation Unit and a Visbreaker Unit, which produce mainly diesel and fuel oil. When complete, the project will be fully integrated with the adjacent existing facility and increase the total crude capacity to 15,000 BPSD to satisfy the needs of the domestic market by producing diesel (EURO IV type), gasoline and fuel oil..

 


 

Highlights of Phase I:
  • Reviewed the quality and adequacy of the technical scope package (FEED-3) prepared by others to support the issuance of an Invitation to Bid (ITB)
  • Developed recommendations for the bidding strategy
  • Prepared a comprehensive ITB encompassing the full scope of the project and contractual conditions
  • Identified, prescreened and helped select international bidders
  • Helped develop a definitive control estimate, including the project’s schedule and the technical and commercial bid evaluations
  • Detailed each process for the Staatsolie Board of Executive Directors
